If the waste pile is empty you can move any card you like onto the top of it. You can also move a King onto the waste pile if the card on the top of the waste pile is an Ace, or an Ace onto the top of the waste pile if the card currently on the top of the Waste pile is a King. You can click a card to move it into the waste pile if it is one more than or one less than the card that is currently on the top of the waste pile.
